Squalor is effectively unlimited because it isnt capped In Medieval II they fixed this by capping squalor at 40 public order so it means that squalor can reach stupid amounts like -140 public order Which with all public order buildings puts you around 60-70 I believe the chances of a maxed out huge city rebelling at some point in your campaign are pretty much 100 except for your capital which always seems to do better.
